<TEXTFORMAT...> to PDF

I am pulling this type of data out of a database:

<TEXTFORMAT INDENT="2" LEADING="2"><P ALIGN="LEFT"><FONT FACE="Arial" SIZE="9" COLOR="#000033" LETTERSPACING="0" KERNING="0"><B>NECK, SPINE &amp;</B><FONT COLOR="#FF0066"><B>FIBROMYALGIA</B></FONT></FONT></P></TEXTFORMAT>


Problem is when I try to pull this data from the database and place it into the PDF report the font size changes to about size 32. What do I have to do to use the TEXTFORMAT tag in a PDF page???
