Position Type of Floating is not moving down when Field above Stretches With Overflow

The Detail Band has up to 3 fields stacked in most areas for several reports.

Here is an example...

Each of the fields has the following properties set:

Stretches With Overflow: True

Position Type: Floating

The top row was originally Fixed for Position Type, however, this combined with rows 2 & 3 set to Floating is not working as desired either...

Example, the Description field stretches with overflow by wrapping onto the Model field. The Model and Notes fields are supposed to move down (float) but do not...
