Remove Line When Blank

I am trying to recreate a report I did years ago in crystal reports. An important part of this is variable height items, which means i really need "Remove Line When Blank" to do just that, remove blank lines. Searching on this topic brings up about 5 threads where people can not get it to work properly.

I am just interested in the detail section which starts on page 3. Do you think this will be possible with Report Builder?
