Custom Chart - Scatter Plot showing four quadrants

This issue has been plaguing me for some time. I need to create a custom chart that plots data given two data values (currently coldfusion is looking for a value and a label, I want to give it two values) I need the chart to show the data on the graph in the four quadrants of the graph. I will also have multiple dataseries and I need to have them properly displayed in a legend with a corresponding series label.

Does anyone have any thoughts or insights into this issue.
